A new housing policy paper has been published, calling on the new government to empower local authorities with the necessary tools and resources to address the housing crisis and create truly sustainable communities.
The Association of Directors of Environment, Economy, Planning & Transport (ADEPT’s) Housing Policy Position paper outlines how the government’s housebuilding target of 1.5 million new homes over the next parliament housing targets can only be met through coordinated local action and a fundamental rethink of the planning system.
The policy position calls for a long term housing plan to build new homes, to improve the existing stock and to meet both current and future environmental challenges.

It emphasises that sustainable and affordable housing solutions can only be achieved with coherent leadership, support, and resources from the government, as well as a planning system that enables the delivery of comprehensive infrastructure alongside housing developments.
The paper highlights six key areas for action, including building more new homes, creating a planning system that delivers great places, improving the quality and safety of existing homes, delivering homes for health and wellbeing, working towards zero carbon and climate resilient homes, and access, affordability and security
It also advocates for a clear delivery framework, consistent policies, enhanced powers for councils and appropriate long term funding to meet housing targets and deliver the necessary supporting infrastructure.
Ann Carruthers, President of ADEPT said: “Local authorities are at the forefront of tackling the housing crisis and this paper sets out a clear and actionable roadmap for delivering sustainable, affordable housing.
“We need a long term partnership with the government, providing local authorities with the powers, resources, and funding necessary to not only build new homes, but also improve existing stock, address environmental challenges and support vibrant, resilient communities.
“It’s vital that we build resilience into housing and community infrastructure, arguing for a holistic approach to creating sustainable, liveable spaces that can withstand future challenges.”
