Quarter of housebuilders report ‘limited’ knowledge of Building Regulations

One in four housebuilders still lack detailed knowledge and understanding of several key Building Regulations, according to new research.

The 25% of housebuilders said that they have ‘limited’ or ‘minimal’ understanding of three Approved Documents which contain general guidance on how to comply with current building regulations.

Less than a third (31%) reported feeling confident and up-to-date with updated legislation around energy-efficiency and temperatures posing additional challenges, with less than a third (27%) reporting a ‘comprehensive’ understanding.

Updated regulations – including Part L, Part O and Part F – have been launched to guide housebuilders in creating safe, healthy and comfortable environments in the push to hitting Net Zero by 2050. However, the research proves there is still a lack of expert knowledge in the sector since these approved documents took effect in 2022.

Dean Asher, Head of Technical Sales, at Polypipe Building Products, which commissioned the research, stated: “The construction industry is still trying to get its head around a huge swathe of new legislation that was enacted three years ago. Some of these regulations have since been amended further. Building Regulations will be subject to continued and further changes as the industry evolves. Our research demonstrates it can be challenging for housebuilders to keep up with the constant change.”

Just 27% of housebuilders reported ‘comprehensive’ knowledge of Part L (which focuses on conservation of fuel/power) and Part O (which provides guidance around overheating). 31% said they were fully confident with Part F (which deals with ventilation). The data also revealed that housebuilders’ clients are struggling with legislation, with only 26% of housebuilders reporting that their clients were ‘highly informed’ on changes to legislation. Instead, over half (55%) believed their clients’ knowledge of regulatory change was ‘mixed’.

Dean Asher continued: “Knowledge-sharing is now more important than ever in bridging this gap. Our research shows that housebuilders trust consultants, peers and professional networks the most. Therefore, partnering with other experts in the industry is key to navigating a sector of ever-changing rules and guidelines. All stakeholders up and down the supply chain must work together to make sure new homes and built to current and future homes standards.”

Polypipe Building Products is working with housebuilders across the UK to help them implement piping and drainage solutions that meet all the necessary criteria for Building Regulations.
