A major new vision for Rugby town centre has been approved by Rugby Borough Council, setting out a long-term programme of investment and regeneration designed to strengthen the town's role as a vibrant place to live, work, visit and do business.
The Rugby Town Centre Delivery Plan – titled ‘Rugby Revitalised’ – establishes a 10-year framework for revitalising the town centre through a series of transformational projects, public realm improvements and investment opportunities.
It identifies the potential to unlock up to £140 million of development value, deliver more than 600 new homes, create approximately 785 jobs and enhance the town's retail, cultural, leisure and community offer.

Developed on behalf of Rugby Borough Council, the delivery plan identifies seven key opportunity areas across the town centre and provides a clear route map to attract investment, support sustainable growth and deliver long-term benefits for local communities.
Savills was appointed by Rugby Borough Council to prepare the delivery plan, bringing together expertise from its Midlands Development team as well as its Economics and Social Value teams.
The project was led by Sadie Janes, Director and head of the West Midlands Development team. Sadie comments: "Rugby is a town with a rich heritage, strong identity and excellent connectivity, all of which provide a solid foundation for future growth.
"This delivery plan sets out a clear, market-facing framework that will help attract investment, support regeneration and enhance the town centre's role as a focal point for the community. Importantly, it balances economic ambition with social value, ensuring that future development delivers meaningful benefits for residents, businesses and visitors alike."
The strategy focuses on a number of priority opportunities, including the transformation of Rugby Central shopping centre, the creation of a new Cultural Quarter, enhancements to St Andrew's Quarter and improvements to key public spaces and routes throughout the town centre.
Cllr Jerry Roodhouse, Deputy Leader of Rugby Borough Council, said: “Town centres across the country are changing, and Rugby has a real chance to shape its own future. This delivery plan gives us a clear route forward. It looks at what can be done now, what needs more design work, and what will need longer-term investment.
“It also means we can make the most of every project. We want the benefits of this work to be felt by residents, businesses and visitors for years to come.”
Alongside physical regeneration, the delivery plan incorporates a dedicated Social Value Framework, designed to support local employment, skills development, wellbeing initiatives, community engagement and opportunities for local businesses and organisations.
The approval of the plan marks an important milestone in Rugby's long-term regeneration ambitions and provides the foundation for future public and private sector investment across the town centre.
